Newspaper Mogul Proposes Oil Refinery in Kitimat

A newspaper tycoon wants to build an oil refinery in Kitimat to process oil from the proposed Northern Gateway Pipeline.

In a statement online, David Black says his company, Kitimat Clean Ltd., is submitting an Environmental ASsessment Application to build the facility.

The plant will be located 25 kilometres north of Kitimat and 25 kilometres south of Terrace and will process up to 550,000 barrels of oil per day.

The plant is expected to produce 240,000 barrels per day of diesel, 100,000 of gasoline and 50,000 of kerosene, or aviation fuel.

Black states the refinery will eliminate the threat of offshore pollution from a heavy crude oil spill since gasoline, kerosene and diesel all evaporate.

Approximately 6,000 construction jobs are expected to be created over five years and 3,000 full time jobs, half of them via private contractors.

Kitimat Clean Ltd. hopes to begin construction in 2014, with the facility ready to process oil by 2020.
